I think it's just that Paramount will hold the rights for 5 years IF Trey and Matt wanted to make a South Park movie during that time. I'm sure they won't though. They're too busy with their own studio and the upcoming BoM movie.

Yeah it's just a rights thing.
If anything, it got Trey's wheels turning on another feature for a second or two (if he, personally, has even been made aware of it). The plus side is that Paramount is still involved, as opposed to some douchebag studio, like Fox, for example.
Anyways, last night I dreamed that you and your friends (who I guess were just made-up girls) were BBQing me in your back yard in the summer. And it was like a 'Cannibal-Bikini-Blowout.' And the cooking device was a giant grill that I was shackled to, but my head hung off the edge, and you and your friends would rub your asses/pussies in my face to muffle my screams, and giggle madly and joyously.
